A 2026-09-02 search targeting a DoD or Navy damage assessment, a Congressional Research Service report, a GAO report, and the 1987 Senate/House hearing records on the diversion did not surface any document stating a specific detection-range percentage.

The only place the "50%" figure appears at all is the Toshiba–Kongsberg Wikipedia article, which attributes it to Rep. Duncan Hunter without a footnote — the two-sentence paragraph carrying it cites nothing, while the paragraphs immediately before and after it in the same section both carry footnotes ([5] to an Associated Press report, [6] to The New York Times). A contemporaneous UPI wire report quoting Hunter directly, filed on the day of the Capitol-lawn sledgehammer protest (1 July 1987), records his $30 billion cost estimate but no detection-range percentage in his own words; a second UPI report from nineteen days later, covering Toshiba's full-page newspaper apology, does not quote or mention Hunter at all.
