The late-1980s US 'Japan panic' — one anxiety, two policy branches, one bloodline
In the mid-to-late 1980s the United States feared losing computing and semiconductor leadership to Japan. That single nationalist anxiety — the same reflex the government had shown after Sputnik — split into two policy instruments that the vault had recorded as unrelated notes: an investment protectionism branch and a defense-funding branch. This MOC gathers the cluster and traces how the two branches, and an ironic corporate bloodline, tie them into one story.
The overarching "one anxiety, two branches" framing is a synthesis (Seek's), not a single sourced claim; the individual claim-notes below carry their own provenance and their own verification gaps.

- claim-cooper-privately-doubted-fifth-generation-threat-used-as-lever — DARPA director Robert Cooper privately didn't believe the Fifth Generation was a major threat, but used it as a political lever to fund Strategic Computing; MIT's Michael Dertouzos supplied the genuine alarm Cooper lacked.

Branch 2 — defense funding reaching commercial neural nets
- claim-ni1000-neural-chip-funded-by-darpa-and-onr — Nestor's Ni1000 neural chip was DARPA/ONR-funded, samples delivered to DARPA. The funding branch made concrete. (Corrected 2026-08-23: the trade press's ~$1.2M DARPA / $400K ONR figures do not match Nestor's own SEC filings — see the two notes below.)

The bloodline that joins the branches
- claim-intel-fairchild-spinout-built-the-darpa-funded-ni1000 — Intel, which fabricated the DARPA-funded Ni1000, was founded in 1968 by Fairchild defectors. The firm Exon-Florio protected (Fairchild) is the corporate parent of the firm that built the defense-funded chip (Intel): the two branches are, literally, parent and child.
