Two contrasting verification regimes — remote radionuclide sensing and reciprocal on-site inspection — govern the same fissile-material lifecycle
The lifecycle of weapons-usable uranium is watched by two structurally different verification methods. The first is remote sensing: the CTBTO's radionuclide network infers clandestine nuclear tests from trace atmospheric xenon, a sensor-based method that never touches the facility it monitors — and one degraded by civilian medical-isotope emissions (see claim-ctbto-radioxenon-monitoring-confounded-by-medical-isotope-production). The second is reciprocal on-site inspection: under the 1993 Megatons to Megawatts agreement, which down-blended dismantled Soviet warhead HEU into US reactor fuel (see claim-megatons-to-megawatts-475t-heu-one-third-us-reactor-fuel), each side stationed monitors inside the other's plants — Russian monitors at the US enrichment sites (Portsmouth, Paducah) and American monitors at the Russian blending facilities (Seversk, Ozersk, Novouralsk, Zelenogorsk). The contrast is instructive: one regime is remote, continuous, and physics-inferential; the other is physical, presence-based, and access-negotiated. They sit at opposite ends of a spectrum of how a state can be made to trust that fissile material is where it is claimed to be — sensor versus inspector.
