Bertram Baxter

British railway historian, author of Stone Blocks and Iron Rails (Tramroads) (Industrial Archaeology of the British Isles series, David & Charles, 1966), a survey of pre-railway horse-drawn wagonway and tramroad construction — not to be confused with William Baxter, the unrelated American antitrust official already in this vault. He matters here because his 1966 book is the load-bearing citation behind this vault's claim that no standard gauge existed among horse-drawn wagonways before George Stephenson's practice took hold, a claim two independent secondary sources attribute to him but which this vault has still not been able to verify against his own primary text.
