George N. Lewis

MIT researcher (Program in Science, Technology, and Society / Security Studies Program) who co-authored, with physicist Theodore Postol, the 1991–93 Science & Global Security study analyzing publicly available news-camera footage of Patriot–Scud engagements over Israel and Saudi Arabia. Their conclusion — that the footage contained "no unambiguous evidence that Patriot destroyed even one Scud warhead" — was the first public challenge to the Army's wartime Patriot success claims, and it, together with the same April 1992 House subcommittee hearing, fed directly into GAO's own NSIAD-92-340 review that independently found only about 9% of claimed kills met a "strong evidence" standard.
