Hu Qili
Chinese Communist Party official who held senior Party Secretariat and Politburo Standing Committee positions in the 1980s before being removed from office after the 1989 Tiananmen Square crackdown, reportedly for sympathizing with the protesters.
In this vault's population-policy cluster he appears in two unrelated episodes: as a Political Leader in the "Early Deng era (1977–1980)" row of Greenhalgh's Just One Child Table 1 of key one-child-policy actors, and — per Liang Zhongtang's own account — as one of two Secretariat staff members Liang wrote to in spring 1985 after Hu Yaobang's channel on Liang's two-child proposal had stalled for months. Sixth Tone's narrative credits Hu Qili's and Hao Jianxiu's attention with the Yicheng two-child pilot finally coming to fruition later that year.

Two independent vault appearances prompted the promotion to a hub rather than a mention: an unrelated 1977–1980 listing in Greenhalgh's Table 1, and — the more load-bearing of the two — the spring-1985 letter recipient whose attention Sixth Tone credits with ending the Hu Yaobang stall and producing the Yicheng pilot.
