J. C. R. Licklider

Founder, in 1962, of ARPA's Information Processing Techniques Office (IPTO) — per Roland & Shiman's institutional history, the origin of the institution-wide "connection" tradition that Robert Kahn inherited when he drafted the proposal that became the Strategic Computing Initiative two decades later. This is the deeper DARPA-internal lineage behind Kahn's approach to SC, distinct from and prior to the 1981-83 Japan-reaction story that dominates the vault's current Strategic-Computing material. Not otherwise explored in the vault yet — watching for whether Licklider's own IPTO-era writing recurs in future DARPA/AI-funding-history captures.
