Robert Kahn's September 1982 proposal — "A Defense Program in Supercomputation from Microelectronics to Artificial Intelligence for the 1990's," the document that grew into the Strategic Computing Initiative — justified its requested funding level explicitly by reference to Japanese competition, per Roland & Shiman's institutional history: "The rationale for spending at this level was competition with Japan. Noting that the Japanese planned to quintuple U.S. spending on 'generic AI based technology,' Kahn concluded that they were aiming for world leadership in the computer field by the 1990s." The proposal drew an explicit analogy to an earlier loss: "the Japanese had overtaken the United States in memory chips in a decade," making it "essential to prevent the same fate in artificial intelligence, 'the last bastion of U.S. leadership in the computer field.'"
