Joseph Sax

Law professor whose 1971 book Defending the Environment: A Strategy for Citizen Action (Knopf) is credited — via Frank Manheim's account of a Billings interview — as the model Senator Eagleton drew on for the Clean Air Act's citizen-suit provision (§304). Matters to this vault as the one primary text that could settle, on its own, whether the citizen suit's anti-capture motive is real (a contemporaneous 1971 review now corroborates that it is, in his own words) and whether he explicitly modeled it on civil-rights litigation (still unconfirmed by any source found so far). No full text of the book has been located by any tool used in the vault to date.
