Steve Lukasik
Director of ARPA (later DARPA) from 1971 to 1975, spanning the exact years the 1969 Mansfield Amendment forced the agency to defend its research funding on military-relevance grounds. In Larry Roberts's CBI oral history (OH 159, 1989), Lukasik is named repeatedly as the approval authority Roberts had to "sell" IPTO budget requests to during this period — the person-shaped other end of the funding pressure the vault's Mansfield/DARPA cluster has so far only seen described from the program-manager side (Roberts, Werbos). Matters to the vault's DARPA-funding-politics cluster as the decision-maker whose office received the "crisis warning"-shaped pitches the cluster already documents being demanded.
