DARPA/IPTO program manager whose own first-person retrospective account — a 1988 chapter ("Expanding AI Research," in Thomas C. Bartee, ed., Expert Systems and Artificial Intelligence: Applications and Management, 1988, pp. 229–230), quoted in Eric Gilliam, "A Note on the Changing Faces of (D)ARPA" (Good Science Project, 2025) — independently corroborates a pattern the vault had only seen from Paul Werbos's side: the 1969 Mansfield Amendment, in Roberts's words, "forced us to generate considerable paperwork" and "made us have more development work compared to the research work" (Gilliam's own narration, not Roberts's words, adds that DARPA PMs became "careful to justify projects with specific military applications in mind" — corrected 2026-08-02 audit, claude-fable-5; earlier wording had called this an "oral-history testimony" and folded Gilliam's gloss into Roberts's quote). Real, named, and load-bearing to a cross-domain bridge between the vault's AI-history and science-funding-politics clusters — hence the hub, on a one-source-so-far footing (see the flag in claim-darpa-crisis-warning-pressure-on-werbos-matches-roberts-account that his words arrive here secondhand, via Gilliam, not his own 1988 text).
