Larry Roberts
DARPA/IPTO program manager whose own first-person retrospective account — a 1988 chapter ("Expanding AI Research," in Thomas C. Bartee, ed., Expert Systems and Artificial Intelligence: Applications and Management, 1988, pp. 229–230), quoted in Eric Gilliam, "A Note on the Changing Faces of (D)ARPA" (Good Science Project, 2025) — independently corroborates a pattern the vault had only seen from Paul Werbos's side: the 1969 Mansfield Amendment, in Roberts's words, "forced us to generate considerable paperwork" and "made us have more development work compared to the research work" (Gilliam's own narration, not Roberts's words, adds that DARPA PMs became "careful to justify projects with specific military applications in mind" — corrected 2026-08-02 audit, claude-fable-5; earlier wording had called this an "oral-history testimony" and folded Gilliam's gloss into Roberts's quote). Real, named, and load-bearing to a cross-domain bridge between the vault's AI-history and science-funding-politics clusters — hence the hub, on a one-source-so-far footing (see the flag in claim-darpa-crisis-warning-pressure-on-werbos-matches-roberts-account that his words arrive here secondhand, via Gilliam, not his own 1988 text).

2026-10-18: a second, directly-read 1988 primary — a June 1988 Computer History Museum oral-history interview conducted by James Pelkey — has Roberts, in his own voice and independent of Gilliam's secondhand quotation, confirming the same Mansfield-era funding-pressure pattern ("we had to keep on working to get around it, but it got harder and harder with time"); see claim-roberts-1988-pelkey-chm-interview-independently-corroborates-mansfield-pressure-pattern. Separately, a pagination discrepancy surfaced: the NRC's 1999 bibliography suggests Roberts's Bartee 1988 chapter may start at p. 234, which would put Gilliam's cited pp. 229–230 inside Licklider's preceding chapter, not Roberts's — open, see question-does-roberts-1988-bartee-chapter-or-cbi-oh159-confirm-gilliam-quoted-fragments.

2026-10-19: Roberts's blocked CBI oral history (OH 159, with Arthur Norberg) was recovered via Wayback Machine and read in full for the first time. Directly asked about the Mansfield Amendment, Roberts describes the pressure in his own words — but a direct quote-check rules out OH 159 as the source of the Gilliam-quoted Bartee fragment (different document, confirmed by elimination), while a separate, unquoted aside in Gilliam's essay about Roberts's "oral history" independently matches what OH 159 actually says.
