The gap between nominal vote weight and actual power is measured, in the same vocabulary, by a 1979 CS replication protocol, a 1968 law-review critique, and 2024-25 EU crypto regulators

Three fields, across five decades, reach for the same two words — weighted voting and quorum — to reason about who really controls a collective decision:

• Computer science (mechanism). Gifford's 1979 Xerox PARC protocol assigns each replica a number of votes and demands read/write quorums summing to more than the total, so reads always overlap the latest write. It supplies the vocabulary and the arithmetic of quorums.
• Law (critique). Banzhaf's 1968 power index, a decade earlier, had already shown that in weighted-voting bodies, power is not proportional to weight — it is a nonlinear function of the quorum/threshold structure, measured by how often a member is pivotal.
• Regulation (reuse). EU crypto regulators in 2024-25 reportedly test whether a DAO is "sufficiently decentralized" by asking whether one holder can meet quorum alone — Gifford's word, Banzhaf's worry, now a legal control test. The modern empirical instance (a16z drawing outsized delegated votes in Uniswap despite decentralization branding) is folded into the Banzhaf note.

The honest shape of the bridge: it is a terminological and structural echo, not a true tri-fold convergence. Gifford was not measuring a power gap at all — his quorum is a consistency mechanism, indifferent to fairness. The genuine conceptual line runs Banzhaf → regulators (weight ≠ power); Gifford contributes the word and the quorum arithmetic that the regulators' formulation happens to reuse. This is the non-allegorical sibling to Lamport's Paxos, where distributed consensus was dressed as a parliament metaphorically; here the voting vocabulary is literal and quantitative on all three sides.
