10 U.S.C. 2371 'Other Transactions' authority is DARPA's 1989-invented mechanism for funding work outside standard procurement or grant review

10 U.S.C. Section 2371 is, in a government-contracting reference's own words, "DOD's original Other Transaction authority pioneered by DARPA dating from 1989" — created for agreements "for purposes other than procurement or assistance," meaning outside the standard federal contract or grant apparatus and its associated oversight. The same reference records that DARPA "used it vigorously in hundreds of agreements and billions of dollars in obligations in the early 1990's before the TIA regulations were issued." L. 101-189, § 251(a)(1), Nov. 29, 1989 — and the primary text authorizes "transactions (other than contracts, cooperative agreements, and grants)" for research projects. The section has since been renumbered 10 U.S.C. § 4021.

The mechanism matters to this vault because it is a named, checkable funding class rather than a vague "DARPA vibes" resemblance.
