DoD's Other Transactions authority -- not shared subject matter -- is the real, narrower bridge between Nestor Inc.'s neural chips and AC Gravity LLC's antigravity grant

Two vault notes describing unrelated technologies — Nestor Inc.'s commercial neural-network chips and AC Gravity LLC's antigravity grant — sat unlinked in the vault's embedding index despite a 0.72-0.75 cosine similarity, both reading on the surface as "DARPA-adjacent defense money went in, nothing much publicly came out." A retrieval check confirmed the pair as a genuine bridge candidate rather than noise, but the surface framing does not survive scrutiny: Nestor's technology worked and shipped commercially for two decades; AC Gravity's record is, by contrast, entirely silent.

The bridge that does hold is institutional rather than technical: DoD's "Other Transactions" authority (10 U.S.C. § 2371, since renumbered § 4021), a lighter-oversight funding class DARPA pioneered in 1989 for agreements outside the standard procurement and grant apparatus, which DARPA "used vigorously in hundreds of agreements and billions of dollars in obligations in the early 1990's." It is the exact legal instrument documented in AC Gravity's FY2001 award record; Nestor's DARPA/ONR funding falls inside that same early-1990s window and agency culture, though whether Nestor's specific grant was itself structured as an Other Transaction is unconfirmed (see claim-10-usc-2371-other-transactions-authority-funds-outside-standard-procurement). The pattern is not confined to one decade or one person: physicist Hal Puthoff shows the same defense-funding culture backing out-of-consensus research from 1972 psychic espionage through 2010 antigravity theory.

The resemblance, in other words, is real but one layer down from where it first appears: not "these two things are alike," but "the same standing funding culture backs research regardless of whether it later proves real or stays silent."
