Charter 08's original 303-name signatory list gives each name a parenthetical "(province, occupation)" — a self-declared province of current residence, paired with a stated line of work. Nothing in the document's format asks signers to state ethnicity. Several of the 303 entries list provinces with substantial ethnic-Tibetan populations outside the Tibet Autonomous Region — Sichuan (四川) and Yunnan (云南) recur multiple times among the listed provinces (twelve and four entries respectively in a 2026-09-08 audit re-read), Gansu (甘肃) appears once, and all three overlap historically Tibetan-inhabited regions (Kham and Amdo).
The primary document therefore directly confirms only that
Woeser is the sole signer who wrote "Tibet" as her
province of residence (see

cannot, by its own structure, rule out an ethnically Tibetan signer who
recorded a different province. "Only one Tibetan" as a claim about
ethnicity — the framing the
