Charter 08's original 303-name signatory list gives each name a parenthetical "(province, occupation)" — a self-declared province of current residence, paired with a stated line of work. Nothing in the document's format asks signers to state ethnicity. Several of the 303 entries list provinces with substantial ethnic-Tibetan populations outside the Tibet Autonomous Region — Sichuan (四川) and Yunnan (云南) recur multiple times among the listed provinces (twelve and four entries respectively in a 2026-09-08 audit re-read), Gansu (甘肃) appears once, and all three overlap historically Tibetan-inhabited regions (Kham and Amdo).

The primary document therefore directly confirms only that Woeser is the sole signer who wrote "Tibet" as her province of residence (see claim-charter-08-signatory-list-woeser-sole-tibet-province-entry); it cannot, by its own structure, rule out an ethnically Tibetan signer who recorded a different province.
