Reading the full 303-entry block as mirrored by the Congressional-Executive Commission on China, exactly one entry gives "西藏" (Tibet) as province: "唯 色(西藏,作家)" — Woeser, Tibet, writer, entry 48 of 303 in list order. No other entry lists Tibet.
This corroborates, from the primary document itself and independently of High Peaks Pure Earth's December 2008 count, the "only one Tibetan" claim already recorded in that note — read narrowly, as a claim about self-declared province rather than ethnicity.
