Adolphus Greely, survivor of a catastrophic 1881–84 Arctic expedition, directed the US Weather Bureau from 1887 to 1891

According to the National Park Service's biographical article, Adolphus Washington Greely led an Arctic research expedition (1881–84) that became stranded for three years near Ellesmere Island after relief ships failed to reach it twice, leaving "only seven men—including Greely—alive" at the rescue. Despite this, Greely was promoted to brigadier general (1886), made Chief of the Signal Corps in 1887, and "served as director of Signal Corps' U.S. Weather Bureau from 1887 until 1891."

The point of interest is the inversion of expected credentials: the man running the national weather service during those years was publicly famous for surviving a polar catastrophe, not for meteorology. Greely had, however, come up through the Signal Corps — studying telegraphy under its founder Albert Myer as a junior officer — which fits the institution's origins as an Army telegraph operation (claim-us-national-weather-service-born-1870-inside-army-signal-service).
