A 2024 report by the appointed Eminent Person, Judge Mohamed Chande Othman, assesses it to "remain plausible that an external attack or threat was a cause of the crash," while reserving its strongest hedge for the disclosure gap: it is "almost certain" that "specific, crucial and so far undisclosed information exists in the archives of Member States."

Per the UN's own account, the three key states most likely to hold undisclosed material — South Africa, the United Kingdom, and the United States — have not disclosed new material information since 2017, and an earlier independent Commission of Jurists (report made public 2013) had already found "persuasive evidence" that the aircraft "was subjected to some form of attack or threat."
