Jorge Hirsch, a condensed-matter physicist, invented the h-index in 2005 as a single number for an individual scientist's output

Jorge E. Hirsch, a condensed-matter physicist at UC San Diego whose own research is in superconductivity theory rather than bibliometrics, proposed the h-index in 2005 in a paper titled "An index to quantify an individual's scientific research output" (PNAS 102(46):16569–16572). The index is a single number: a researcher has index h if h of their papers have each been cited at least h times. Its appeal was compactness — it folds productivity (paper count) and impact (citations) into one figure that can rank people.

The h-index is the most consequential individual-level descendant of the citation-counting paradigm that Eugene Garfield's Institute for Scientific Information industrialized (see claim-garfields-isi-became-private-equity-owned-clarivate). That lineage is the tension the vault's bibliometrics cluster keeps circling: Garfield built journal-level metrics and repeatedly warned they were unfit for judging individuals, yet the h-index does exactly that — reduce a person to a citation number. It therefore sits squarely in the target zone that DORA (2013) later told institutions to abandon, and it is as gameable as the journal metrics behind claim-wilhite-fong-2012-coercive-self-citation-common and claim-saudi-universities-bought-clarivate-highly-cited-researcher-status: self-citation cartels and fabricated author identities can inflate an h-index directly. The recurring shape is Goodhart's Law — a measure built to describe influence becomes an evaluative target and stops measuring what it once did.

That Hirsch, having built a tool to make scientific merit legible as a number, later used data-pattern forensics to prove a number had been manufactured out of nothing is the through-line this capture followed.
