An organization's own record of its own conference is Tier 1, and it upgrades the year and location of this mediating fact beyond an encyclopedia citation, per the vault's practice of citing the original venue rather than a tertiary mirror.

This does not, by itself, establish that Song Jian personally attended the 7th IFAC World Congress — only that the congress the existing vault claim names did take place in Helsinki in 1978.
