Song Jian

Chinese control-systems engineer (1931–2023), chief designer of China's submarine-launched ballistic missile guidance systems and later a senior science-policy official, who in 1980 published population projections credited — by himself and by some historians — with triggering China's one-child policy. He built those projections by applying Soviet-trained optimal-control and cybernetics methods, encountered at the 1978 IFAC World Congress in Helsinki, to national fertility data.

Matters to this vault as the central, contested figure of its longest-running cross-domain thread: whether a single scientist's "scientific" model can be said to have caused a coercive national policy, or merely supplied the technical legitimation for a political decision leadership had already all but made.
