Meta's June 2021 Ethiopia takedown report independently corroborates the INSA half of ARM D5.1's INSA/EAII coordinated-inauthentic-behaviour claim, but not the EAII half

ARM Project Deliverable D5.1 (Pohjonen, Kebede & Aalen, 2026) states that "the Information Networks Security Agency (INSA) and the Ethiopian Artificial Intelligence Institute (EAII) engage in coordinated inauthentic behaviour to proliferate pro-government messaging in digital spaces," citing in its own footnote 76 a June 2021 Meta disclosure. Reading that disclosure directly — Nathaniel Gleicher's "Removing Coordinated Inauthentic Behavior From Ethiopia," posted on Meta's Newsroom nearly five years before D5.1 and sharing no authors with it — confirms the INSA half of the sentence, in a narrower form: Meta reports that "our investigation found links to individuals associated with INSA," a looser attribution than D5.1's direct "INSA... engage[s] in coordinated inauthentic behaviour." Meta's report says nothing about EAII at all, and nothing located this session corroborates that half of D5.1's sentence. Meta also specifies the removed network — 62 Facebook accounts, 49 Pages, 26 Groups, 32 Instagram accounts, about $7,200 in ad spend, roughly 1.1 million Page followers — and notes this activity "was not directly focused on the Tigray region or the ongoing conflict in Tigray," a scope distinct from D5.1's own Tigray-war-era focus.

Because D5.1 already cites this report in its own bibliography, this is not an outside party independently re-investigating and landing on the same conclusion from nowhere; it is a reader following D5.1's own citation to a primary that is independent by every ordinary test — different author, different venue, predates D5.1 by years — and finding it holds up once actually read and quoted rather than merely cited. This vault's single-source-concentration cap requires "a different author group and a different venue," which this clears. This discharges the cap for claim-arm-d51-ethiopia-media-army-apparatus-confirmed, claim-arm-d51-global-voices-not-independent-shared-author, and claim-arm-d51-llm-bias-pilot-no-evidence-ethiopia-manipulation — see those notes' audit_status for the cross-reference. The EAII half, and D5.1's separate "media army is not very efficient at persuasion" argument, remain uncorroborated; see question-corroborate-arm-d51-ethiopia-media-army-single-source.
