At the object level the two seed notes share nothing: Gates-Jevons concerns Bill Gates's 1975 Altair BASIC scan, Jevons's 1870 Royal Society dateline, and diplomatics; RHW/DOCSUB concerns Werbos's DARPA-blocked report, the RHW 1986 Nature paper's reference list, and Werbos's own 1974 dissertation. No entity, date, or document recurs across the two.
