Did Liang Zhongtang's Yicheng two-child pilot begin in 1980 or 1985, and do Yan Wei & Li Zhang's 2014 re-examination name Liang as its architect?
claim-whyte-wang-cai-and-liang-disagree-on-yicheng-pilot-start-date records a direct, five-year conflict: Whyte, Wang & Cai's 2015 essay dates the Yicheng, Shanxi two-child pilot to 1980 (attributing the finding to Yan Wei and Li Zhang's 2014 re-examination), while the vault's existing Liang Zhongtang seed note, sourced to a 2016 Sixth Tone profile of Liang himself, dates it to July 1985. The companion note claim-whyte-wang-cai-cite-yan-wei-li-zhang-not-liang-for-yicheng-pilot separately records that neither of Whyte-Wang-Cai's two citations of the Yan Wei/Li Zhang analysis names Liang Zhongtang as the pilot's architect at all.
Why it matters
Both conflicts are load-bearing for how the vault describes the Yicheng pilot going forward — "a two-child alternative Liang ran from 1985" and "a county-level program documented running from 1980" are not the same claim, and a biographical anchor note currently rests on the weaker (Tier 3, decades-later, self-reported) of the two dates without yet being tested against the stronger one.
What would answer it
- A direct read of Yan Wei and Li Zhang, "Re-examination of the Yicheng Two-Child Program," The China Journal, No. 72 (July 2014), pp. 98-120 — paywalled at the publisher, no accessible copy located as of 2026-10-09. This single article would settle both questions at once: what start date the county-level record actually supports, and whether the re-examination names Liang as the program's architect or treats it as an institutional record with no individual credited.
- Failing that, a second independent account of Yicheng's start date (a different scholar, a different venue) to triangulate against either existing claim.
Candidate next moves
- Check whether Yan Wei or Li Zhang have an accessible working-paper version, author's-site copy, or a later paper restating the same finding.
- Check Tyrene White's China's Longest Campaign and Thomas Scharping's Birth Control in China 1949-2000, named in Whyte-Wang-Cai's footnote 4 as further general sources on the pre-1980 campaign, for any independent mention of Yicheng or Liang Zhongtang.
Progress log
- 2026-10-12: Question raised at promotion of 10-inbox/raw/2026-10-09-what-genuinely-connects-liang-zhongtang-proposed-a-two.md. Neither candidate next move attempted yet. Still open.
- 2026-10-18: Partially answered, not closed. A batch session found Qin & Wang (2017, Demographic Research 37:30), a peer-reviewed, Tier-1 econometrics paper independent of both contested parties, which (a) independently dates the Yicheng pilot to 1985, matching Liang's own account against Whyte-Wang-Cai's 1980, and (b) independently names Liang Zhongtang as the pilot's proposer, treating his authorship as settled background. Neither finding reads Yan Wei & Li Zhang's own 2014 text — still paywalled, still the one document that would actually settle what that article itself says about either the date or the authorship. Still open. (claim-qin-wang-2017-independently-dates-yicheng-pilot-to-1985, claim-qin-wang-2017-independently-credits-liang-zhongtang-for-yicheng-pilot)
