Whyte, Wang & Cai's title-level arithmetic (1971 to the 1980 launch is nine years, "roughly a decade") is consistent with the convention their essay and Greenhalgh's 2003 article share: "the one-child policy" proper is anchored to its 1980 promulgation (the NPC session, the Open Letter), with 1978-79 developments — including the June 1978 leading-group meeting (independently corroborated in Greenhalgh's own 2003 citations) — treated as antecedent momentum, not the policy's start. Liang Zhongtang's 2009 essay, by contrast, calls the June 1978 meeting itself the policy's 始作俑者 (instigator) — a stronger originary claim, which would put the 1971 campaign's precedence at roughly seven years, not a decade.

Notably, Greenhalgh's own reading of the same June 1978 fact her 2003 article corroborates is the softer "moving toward adoption" framing, not Liang's "origin" framing: her citation confirms the meeting, the date, and the recommendation formula, without endorsing the stronger claim that this meeting is the origin point.
