Li Xiuzhen's 1980 closing assessment of birth-planning work — 'arduous tasks, bright future' — is the language of unfinished business, not a settled policy

栗秀真 opens section three of her speech, titled "计划生育工作的形势" ("The situation of birth-planning work"), by stating that she speaks only from the concrete work she has been in contact with, and then gives her assessment: "I think it can be summarized as: the situation is excellent, the problems are many, the tasks are arduous, the future is bright" (我认为是可以概括为：形势大好，问题不少，任务艰巨，前途光明) — a standard four-part Party assessment formula for work still in progress.

The formula is not an aside. It is the section's structural spine: the four clauses become, in order, the four subheadings under which the rest of the speech is organised (形势大好 … 问题不少 … 任务艰巨 … 前途光明), and the "one best, two at most" recommendation (discussed later in the same section) sits inside the first of them. The "arduous tasks" heading is where she spells out why: the published targets, a birth peak running "ten consecutive years" (持续十年的生育高峰), and 五千万以上人口的省 where "回升零点一，就是个很大的数" — in a province of over fifty million, a rise of one-tenth of a point is already a very large number.

A contemporaneous author summarizing her own portfolio as having "arduous tasks" ahead and merely a "bright future" ahead of it — rather than describing the recommendation as a completed, self-sufficient policy — is evidence against reading June-1978-era developments as already "the one-child policy" in the strong sense either Whyte, Wang & Cai/Greenhalgh (who anchor the term to the 1980 launch) or Liang Zhongtang (who anchors it to June 1978 as 始作俑者, "instigator") use it: Li's own framing sits closer to "underway" than to either camp's retrospective certainty. This is directly relevant to claim-decade-vs-seven-years-fork-depends-on-policy-origin-anchor: a contemporaneous data point that claim had flagged as missing from the fork between "roughly a decade" and "roughly seven years."

Correction history.

• 2026-09-11 — Three corrections from a direct re-read of the same extract_pdf text (rkyj.ruc.edu.cn, sha256 78ffe638…, identical to the capture's). (1) The note placed the formula after the "one best, two at most" passage — "discussed immediately before it in the same speech." The order is the reverse: the formula opens section three (计划生育工作的形势) and the recommendation appears later, inside the 形势大好 subsection. (2) The note treated the formula as a closing assessment and the commentary read "Nobody closes a speech by calling a finished policy 'arduous'"; the formula is in fact the section's opening topic sentence, and its four clauses are then used as the four subheadings organising the remainder. "Closing" is retained only in its correct sense — the speech was delivered to the conference's closing session. (3) The commentary said "six characters each"; each clause is four characters (形势大好／问题不少／任务艰巨／前途光明). The note's central claim — that the formula is the language of unfinished business — is unaffected and is strengthened by the 任务艰巨 subsection's own content.
