Discussing the period before Song Jian's group entered the population-policy debate, Susan Greenhalgh's 2003 Population and Development Review article states that "at its first meeting in June 1978, the newly revamped Birth Planning Leading Group, the forerunner of the State Birth Planning Commission, recommended that 'it is best to allow only one birth, two are the most, and third births must be strictly controlled.' This recommendation was approved by the Central Committee of the party and by the State Council (Li 1980: 5)." This is, in substance, the same meeting, body, and formula that Liang Zhongtang's 2009 essay independently identifies as the policy's origin point: the newly reconstituted State Council family-planning leading group's first meeting under Chen Muhua, the 26-28 June 1978 "three-day meeting," which recommended "one couple, best one child, at most two" and was ratified, per Liang, by Central Committee Document No. 69 (1978).

Greenhalgh's citation for the fact is neither Liang nor the leading group's own report — it is "Li 1980: 5," identified in her reference list as Li Xiuzhen, "Dangqian jihua shengyu gongzuo de xingshi he renwu" ("The situation and duties of birth planning work today"), Renkou Yanjiu [Population Research] 1 (1980): 3-5, 47 — a contemporaneous 1980 Chinese population-studies article the vault has not previously cited or read directly. This gives the vault's legitimation-not-origination thesis a third independent citation chain for the June 1978 origin date, distinct from both the 1976 leadership-consensus concession (a different Greenhalgh paper, 2005) and the general pp. 185-186 "moving toward adoption" passage in this same 2003 article — this is the specific meeting, date, and recommendation-formula sentence, sourced to a document neither of those two notes reads.
