The 1994 Li, Torr & Karwacki UAH preprint on lattice-ion rotation could not be located after a multi-route search, and its content remains unverified
"Lattice ion rotations and the dipole gravitomagnetic field of superconductors" (Ning Li, D. G. Torr & Francis A. Karwacki, University of Alabama in Huntsville, dated 21 July 1994) is known to this vault only because Harris's 1999 reference list cites it as background. A direct search for the document itself — across arXiv, NASA's Technical Reports Server (NTRS), the DIA FOIA Electronic Reading Room and its Black Vault mirror, INSPIRE-HEP, Semantic Scholar, ResearchGate, and general web search — found no copy, abstract, or direct quotation anywhere. The one government document located that surveys this claim-family in detail (see claim-li-torr-generator-claim-traces-to-1992-aps-abstract-1993-paper) cites Kowitt's 1994 critique but never names a Li–Torr–Karwacki 1994 item.
