Neither the Pentagon's 2020 UAP Task Force announcement nor AARO's 2024 historical-record report names Jay Stratton — or any individual as a director, manager, or member of AAWSAP, AATIP, or the UAP Task Force
The Department of Defense's own 14 August 2020 announcement establishing the UAP Task Force states only: "On Aug. 4, 2020, Deputy Secretary of Defense David L. Norquist approved the establishment of an Unidentified Aerial Phenomena (UAP) Task Force (UAPTF). The Department of the Navy, under the cognizance of the Office of the Under Secretary of Defense for Intelligence and Security, will lead the UAPTF." No director is named — the only individual who appears is Deputy Secretary Norquist, as the official approving the Task Force's establishment, not as a member or leader of it.
AARO's 2024 primary historical-record report describes AAWSAP/AATIP's creation and funding in detail — "DIA established AAWSAP in 2009, which was also known AATIP. The contract for this DIA-managed program was awarded to a private sector organization" (elsewhere documented in this vault as Bigelow Aerospace) — without naming any individual DIA official, or the organization itself. This is not an isolated omission: the report's dedicated section on persistent hidden-program allegations anonymizes everyone it discusses ("Persons 1-5 and Interviewees 1, 3, 9, 12, 13, and 14..."). The individuals the two documents do name — Norquist approving the UAPTF's establishment, Reid directing the AAWSAP appropriation (both in the passages quoted above), and Lynn and Clapper declining Reid's request to make AAWSAP a Special Access Program — all appear as sponsors or approving officials, never as directors, managers, or members of the programs. Jay Stratton does have primary-grade material about himself elsewhere — a 2025 Black Vault FOIA release quotes him by name addressing a factual dispute directly, and the outlet independently identifies him as "John 'Jay' Stratton, an Office of Naval Intelligence Senior Analyst from the Nimitz Operational Intelligence Center and former Director of the UAP Task Force" — but that "former Director" title is the outlet's own characterization, not a quotation from either government primary checked here.
This complements the DoD IG audits' parallel silence on program names in moc-a-rounding-error-nobody-was-tracking: that finding was about programs going unnamed in documents never built to track them; this one is about a department whose own personnel-facing documents decline to name individuals even where secondary sources are loud about them.
