A November 2009 USD(I) memorandum and talking-points packet for the Deputy Secretary of Defense redacts every official in an AAWSAP program role by name

A 2026 KLAS/Mystery Wire report credits James Lacatski alone with proposing, designing, and managing AAWSAP, naming Jay Stratton only as a co-pitcher of the preliminary 2007 idea — [unverified-historical]

Jay Stratton's 'co-founder/director' titles trace to a film producer's aside, not Puthoff's own testimony, and no primary U.S. government document names him at all

Neither the Pentagon's 2020 UAP Task Force announcement nor AARO's 2024 historical-record report names Jay Stratton — or any individual as a director, manager, or member of AAWSAP, AATIP, or the UAP Task Force

Hal Puthoff, in his own words: a pre-existing intelligence pedigree and a decades-old self-built physics research program explain the 38-year recurrence, not random assignment

Puthoff's own 2026 account names his role as Robert Bigelow's chief science advisor, not any Stargate-era tie, as the channel that brought DIA's AATIP work to him

After AAWSAP's 2012 termination, the 'AATIP' name persisted as an informal, unofficial, unfunded DoD activity distinct from the original program

AARO's 2024 report cites the FY2008 and FY2010 Defense Appropriations Acts, directed by Senator Harry Reid, as the primary source of AAWSAP/AATIP's $22 million funding

DIA established AAWSAP in 2009, and 'AATIP' was used interchangeably with that name even in official documentation — but AATIP itself was never an official DoD program

AAWSAP's primary purpose was investigating next-generation aerospace technologies across 12 specific areas, including advanced lift, propulsion, unconventional materials/controls, and signature reduction

KONA BLUE was a proposed DHS successor to AAWSAP/AATIP after its 2012 termination, described by AARO as a 'Prospective Special Access Program' that was never approved

Senator Harry Reid's 2009 request to make AAWSAP a DoD Special Access Program was declined by Deputy Secretary of Defense William Lynn III, on the recommendation of Under Secretary of Defense for Intelligence James Clapper

What is AARO's exact language on Reid's 2009 letter requesting Special Access Program status for AAWSAP, and Lynn's decline on Clapper's recommendation?
