A November 2009 USD(I) memorandum and talking-points packet for the Deputy Secretary of Defense redacts every official in an AAWSAP program role by name
The existing vault finding that no primary government document names Jay Stratton rested on two retrospective documents: the Pentagon's 2020 UAP Task Force announcement and AARO's 2024 historical-record report. This capture located and read a document contemporaneous with AAWSAP's actual 2008–2009 creation and funding dispute: a memorandum on Under Secretary of Defense (Intelligence) letterhead signed by James R. Clapper Jr. — then USD(I); he had directed DIA in 1991–95 — with an attached talking-points packet for a 17 November 2009 meeting between the Deputy Secretary of Defense and Senator Harry Reid, FOIA-released and hosted by The Black Vault.
Discussing the program's origin, the packet states only: "Early 2008: Senator Reid met [redacted under FOIA exemption (b)(3):10 USC 424 and (b)(6)] a DIA analyst, at a technical conference" — the analyst who met Reid, widely reported elsewhere as James Lacatski or Lacatski-and-Stratton, is not named. Discussing day-to-day oversight: "The program manager and his leadership advised that they saw no justification for Special Access protections based on the content of the FY09 deliverables or the anticipated FY10 work" — again, no name. The packet is not nameless throughout — it names Deputy Secretary Lynn, Senators Reid and Inouye, Reid staffer Bob Herbert, OSD's Marcel Lettre, and, once, DIA Director Lt. Gen. Burgess as recipient of the October 2009 quality-review assessment — but every official in an AAWSAP program role (the analyst who met Reid, the program manager and his leadership, the authors of the attached DIA info memos) is redacted. A companion 16 December 2008 DIA contract-status briefing on the same FOIA-released document set — the earliest primary AAWSAP document found to date — is anonymous throughout. Neither Stratton's name nor Lacatski's appears in either document.
This extends the existing null-result pattern back from later retrospective reports to the program's own contemporaneous internal paperwork, strengthening the case documented in moc-a-rounding-error-nobody-was-tracking that individual-level attribution in this cluster goes unrecorded at the primary-document level generally, not only in hindsight.
