The DARPA report blocked from DOCSUB and the 1974 Harvard thesis RHW failed to cite are two different Werbos documents

The document DARPA kept out of DOCSUB — see claim-werbos-1978-docsub-blocked — concerns a DARPA-funded Joint Chiefs of Staff conflict-forecasting project from Werbos's 1975–1978 University of Maryland period, not his 1974 Harvard PhD thesis. The thesis is the document actually absent from RHW's 1986 reference list (alongside Linnainmaa 1970/1976 and Amari 1967).

In his own words, in the same 1993 interview: "When I got there I also walked into being PI [Principal Investigator] on a major grant from DARPA" — describing events that follow his PhD and his move to Maryland — and, of the appendix-less paper that survived the block: "It was published in the IEEE SMC Transactions Journal in '78 anyway because they couldn't block the journals, but it didn't include the appendices." Werbos's own CV corroborates the timeline independently: "1975 - 1978 Assistant Professor, University of Maryland... Principal Investigator on a DARPA grant... I demonstrated that forecast error could be reduced substantially in a major Joint Chiefs of Staff global model."

The 1974 Harvard dissertation — the text RHW would have needed to find and cite for priority — predates the DARPA project by one to four years and was never itself entered into, or blocked from, DOCSUB by Werbos's own account. DOCSUB names a later, different report. A causal story in which DARPA suppression explains RHW's 1986 silence conflates two Werbos documents that have no institutional relationship to each other.
