Hua Guofeng

Mao Zedong's designated successor as Chairman of the Communist Party of China and Premier of the State Council in the late 1970s, before being eclipsed by Deng Xiaoping. Matters to this vault as the leadership figure whose government work report to the Fifth National People's Congress (26 February 1978; the State Council had approved the family-planning leading group's report carrying the same target two days earlier, on 24 February) set the target of bringing China's national natural population growth rate below 1% within three years, per Liang Zhongtang's own account the target that Chen Muhua's newly formed family-planning leading group then translated into "one couple, one child" at its 26-28 June 1978 meeting — predating Song Jian's public emergence by nearly two years.
