Ivan Vinogradov

Soviet number theorist (1891–1983) and, from 1956, longtime Chairman of the Soviet National Committee of Mathematicians — the body that controlled Soviet delegations and travel to international mathematics congresses.

Matters to this vault as the figure both Sergei Novikov's memoir and an independent 2020 MacTutor account (drawing on Olli Lehto's official IMU history) identify as the more central, KGB-linked orchestrator of the antisemitic exclusion campaign that claim-pontryagin-used-committee-vote-to-help-block-margulis-1978-fields-medal-travel describes — with Lev Pontryagin cast, especially in Novikov's account, as the more exposed, less powerful front man who later took public blame for it. Independently confirmed (Notices of the AMS, November 1978, quoted via MacTutor) as leading, with Pontryagin, "the effort... to gain control over the choice of all Russian lecturers and medal winners" at the ICM.
