Lev Pontryagin used his seat on the Soviet National Committee of Mathematicians to help bar Grigory Margulis from traveling to the 1978 ICM to receive his Fields Medal

Grigory Margulis was awarded the Fields Medal at the 1978 International Congress of Mathematicians in Helsinki but was not permitted to travel to receive it. In an online memoir, Pontryagin: my comments concerning the worst period of his activity, the topologist and Fields Medalist Sergei Novikov — an eyewitness — recounts that Lev Pontryagin, one of 24 members of the Soviet National Committee of Mathematicians, took part in the decision that kept Margulis home, which Novikov frames as one episode in a KGB-linked antisemitic campaign operating through the Steklov Institute, the Academy, and the Soviet delegation to the International Mathematical Union. Novikov quotes Pontryagin's own published reply, in which he minimized his role: "No–said Pontryagin, I am not a Chairman of that Organization, I am one of 24 members of it. The vote vas 24:0, so my share of responsibility is 1/24. Yes, it was my opinion. But the vote was unanimous" — an admission of participation offered as an excuse. This is a deliberate reversal of the vault's otherwise sympathetic portrait in claim-pontryagin-worked-blind-via-mothers-spoken-symbol-glosses: the same man who did first-rank topology and founded the Soviet maximum principle without sight also used institutional power to exclude. The disability-accommodation subject and the institutional gatekeeper are one person.

The garbled capture-time rendering ("the vote vas 24:0, so my share of responsibility is 1/24 ... it was unanimous") is corrected above to the full verbatim text, which restores a dropped clause ("Yes, it was my opinion. But") and confirms the figures were transcribed correctly even though the sentence boundaries were not. The same direct read also surfaced that Novikov explicitly flags this as memory ("as far as I remember now"), not a fresh quotation against the letter — so the correction raises confidence in the wording as Novikov recalls it without raising confidence in the underlying mechanism (a 24-member National Committee voting 24:0), which still rests on his memory alone.
