Lev Pontryagin used his seat on the Soviet National Committee of Mathematicians to help bar Grigory Margulis from traveling to the 1978 ICM to receive his Fields Medal

Grigory Margulis was awarded the Fields Medal at the 1978 International Congress of Mathematicians in Helsinki but was not permitted to travel to receive it. In an online memoir, Pontryagin: my comments concerning the worst period of his activity, the topologist and Fields Medalist Sergei Novikov — an eyewitness — recounts that Lev Pontryagin, one of 24 members of the Soviet National Committee of Mathematicians, took part in the decision that kept Margulis home, which Novikov frames as one episode in a KGB-linked antisemitic campaign operating through the Steklov Institute, the Academy, and the Soviet delegation to the International Mathematical Union. Novikov quotes Pontryagin's own published reply, in which he minimized his role: "the vote vas 24:0, so my share of responsibility is 1/24 ... it was unanimous" — an admission of participation offered as an excuse.
