John H. Godfrey
British Royal Navy officer who became Director of the Admiralty's Naval Intelligence Division (NID) in 1939 and, intolerant of "the anarchy of different information reports without a clear indication of their value," personally had a grading system devised that evaluated a report's source and its content on two separately-coded scales.
He matters to this vault as the named originator of the Admiralty Code — the intelligence-tradecraft ancestor of NATO STANAG 2511 and the vault's whole two-axis source-model cluster — a mechanism the vault had previously cited only as an anonymous doctrinal artifact until its 1939 origin was traced to him specifically.

2026-09-24: Block's 2021 page shows only that Godfrey found ungraded reports "intolerable" (McLachlan p. 22); that he personally devised the grading scheme is not shown by the page (claim-block-2021-attributes-only-intolerable-to-mclachlan-room-39-p22).

2026-09-28: His DNI tenure (Feb 1939–Nov 1942) and earlier career are now confirmed directly from the RMG catalogue rather than inferred from the grading-scheme story alone; his own account of the grading scheme's origin is real and catalogued (GOD/93, GOD/97, GOD/165–176) but un-digitized, as is a pre-1939 lecture he gave titled "The Value of History" (GOD/26) (claim-godfrey-served-as-director-of-naval-intelligence-1939-1942, claim-godfrey-own-nid-account-survives-only-in-undigitized-archives, claim-godfrey-1930s-lectured-on-value-of-history-at-naval-staff-college).

2026-09-30: Fleming's own account (via biographer Andrew Lycett, per History.com) explicitly identifies Godfrey as the model for Bond's "M" — formalizing with a dedicated source and quote what earlier notes on this page only carried as an unsourced aside (claim-fleming-based-bond-m-on-godfrey).

2026-10-05: A retrieval probe paired his pre-1939 "Value of History" lecture against Rodney Brooks's 1986 Dreyfus-rebuttal memo at cosine 0.84; no documented contact found, and the pairing is weaker than the vault's other false-friend verdicts because GOD/26's own content remains unread — see observation-brooks-godfrey-cosine-084-pairing-is-embedding-false-friend.
