Does Novikov's memoir (and independent sources) confirm Pontryagin's role in blocking Margulis's 1978 Fields Medal travel and the '1/24' reply, verbatim?

The claim-note claim-pontryagin-used-committee-vote-to-help-block-margulis-1978-fields-medal-travel rests on Sergei Novikov's online memoir Pontryagin: my comments concerning the worst period of his activity (https://homepage.mi-ras.ru/~snovikov/pont.pdf), read at capture time by a batch worker and not independently re-fetched during promotion. It is a surprising, contested, load-bearing historical claim that reverses the vault's otherwise sympathetic treatment of Pontryagin in claim-pontryagin-worked-blind-via-mothers-spoken-symbol-glosses — exactly the kind of claim the sourcing floor says must clear Tier 1–2 and carry the principal's own words verbatim.

Why it matters. The whole reversal turns on Pontryagin's quoted published reply ("my share of responsibility is 1/24 ... it was unanimous"). The version carried by the capture is garbled ("the vote vas 24:0"), which is a signal it was transcribed loosely, not quoted from the PDF. If the quote or the vote count is wrong, the note's rhetorical spine is wrong.

What would answer it:

1. Fetch Novikov's PDF directly and confirm (a) the exact wording of Pontryagin's published reply, (b) that Novikov describes the vote as 24:0 on the Soviet National Committee of Mathematicians, and (c) that the block was specifically about Margulis's travel to the 1978 Helsinki ICM to receive the medal. Replace the flagged quote with the verbatim phrase.
2. Corroborate the uncontested spine independently. Margulis was awarded the Fields Medal at the 1978 ICM and could not attend; Jacques Tits accepted on his behalf and publicly lamented the absence. Confirm this from an IMU / ICM record and note whether the travel refusal is attributed to the same committee Novikov describes.
3. Cross-check the antisemitism-campaign framing (Novikov names Vinogradov as orchestrator and Keldysh as the unseen director) against independent accounts — e.g. A. Shen, G. Freiman's It Seems I Am a Jew, or the Zdravkovska/Duren Golden Years of Moscow Mathematics — since a single eyewitness's characterization of motive is weaker than his testimony to fact.

Candidate next move / saved hook. Novikov's memoir also names a Keldysh–Vinogradov–Shafarevich "triangle" running Steklov's shadow politics. 1. Resolved. Novikov's PDF was fetched directly (sha256 9d3a3d634cce38956d1849b62af750c73716301a1a0fd47c2f285388b78a0b3f). The garbled quote is corrected on claim-pontryagin-used-committee-vote-to-help-block-margulis-1978-fields-medal-travel. But the fetch also surfaced that Novikov frames the reply as "as far as I remember now" — his own memory of a document, not a fresh transcription of it — so the quote is confirmed as Novikov recalls it, not confirmed against Pontryagin's own words. The one document that would settle that — Pontryagin's own 1979 reply in Science (vol. 205, no. 4411, pp. 1083–1084) — is paywalled at science.org and remains unread by any session. That is now the live remaining ask under item 1.

Lehto records an unnamed Soviet academician telling him Margulis "was prevented from coming to Helsinki not by state authorities, but by a board of mathematicians that recommended that he not be granted the required permit" (p. 208) — a second, independent-of-Novikov voice naming mathematicians rather than the state as proximate blockers, but vaguer than and not confirmed to be the same body as Novikov's specific 24-member National Committee. • Item 3 (antisemitism-campaign framing), partial corroboration. Lehto's Ch. 10.1 documents a November 1979 Moscow protocol jointly signed by Vinogradov and Pontryagin accusing IMU consultative committees of being influenced by "the openly racist propaganda of the Zionists" — an independent-of-Novikov, directly-read Tier-1 confirmation that this conspiracy framing was used in an actual signed document, not only in Novikov's memory.
