Graham & Marchick's 2006 legislative history of Exon-Florio never mentions Toshiba-Kongsberg — a second independent silence on the 'wrong villain' narrative

Chapter 2 of Graham & Marchick's US National Security and Foreign Direct Investment (pp. 33–74; text through p. 73) — read in full — covers the Exon-Florio Amendment's enactment, its subsequent amendment attempts, its post-9/11 application, and detailed telecom and defense case studies: the chapter most likely to mention the Toshiba-Kongsberg submarine-quieting scandal if the authors considered it relevant to the amendment's origin. It does not appear anywhere in the chapter.

This is a second, independently-authored silence on Toshiba-Kongsberg, alongside the 2018 CRS report's silence already recorded in claim-exon-florio-triggered-by-fujitsu-fairchild-not-toshiba. Per the vault's argument-from-silence framework, this reads as a reasonably strong instance — an exhaustive read of a bounded, directly relevant text — but neither source was searched for an affirmative denial of Toshiba's role; both simply omit it while narrating the origin story in detail. Two independent omissions sharpen, but do not by themselves prove, the "wrong villain" correction.
