Read past its widely-quoted abstract, Susan Greenhalgh's own paper complicates a pure "lone engineer hijacked a neutral leadership" reading of her own thesis (claim-song-jian-missile-scientist-engineered-one-child-policy-via-cybernetics-of-population). In her own words: "After Mao's death in 1976, a strong consensus had emerged at the highest levels of government that the rapid growth of a largely rural population was a major obstacle to the achievement of the 'four modernizations.'" This is the political backdrop she describes as already in place before Song's mid-1978 trip to the Helsinki IFAC congress, where he first encountered Club-of-Rome population cybernetics.
Greenhalgh further writes — in the abstract's own closing sentence, echoed in her conclusion (p. 274: Song's science "broke the political logjam, enabling them to move ahead decisively") — that "the advent of 'scientific decision-making' in the population arena helpfully broke a political logjam, allowing China's leaders to adopt a strong policy on population control" — language that itself implies leaders already wanted a strong policy and were stuck on how, not whether. Read this way, Greenhalgh's distinctive causal claim is narrower than "Song invented the political will": it is that Song determined the specific extreme, cybernetics-legitimated, one-child-for-all form the already-desired policy took, not the desire itself.
