Punctuated equilibrium's genuine addition to Mayr's speciation model was its emphasis on stasis, not a new mechanism
If punctuated equilibrium inherited its mechanism from Ernst Mayr's peripatric speciation (claim-punctuated-equilibrium-derives-from-mayr-peripatric-speciation), what did Eldredge and Gould actually add? On the standard account, chiefly a shift of emphasis: "Punctuated equilibrium differs from Mayr's ideas mainly in that Eldredge and Gould placed considerably greater emphasis on stasis." Their own 1972 conclusion bears this out — "The norm for a species... is stability. Speciation is a rare and difficult event that punctuates a system in homeostatic equilibrium" — foregrounding stability as the thing to be explained, though it never frames that emphasis as a contrast with "Mayr's ideas" in so many words.
The two halves of the pattern had different owners. Mayr's own concern was the punctuation — explaining rapid morphological novelty in small isolated founder populations. Eldredge and Gould foregrounded the equilibrium — the long spans during which established species change little or not at all. They treated that morphological stasis not as an absence of data or a null period between the interesting events, but as an active phenomenon demanding its own explanation ("stasis is data"). Reframing stability as something to be explained, rather than assumed, is what distinguishes their program from a straight paleontological restatement of Mayr.
