Whyte, Wang & Cai's "Challenging Myths About China's One-Child Policy" names Liang Zhongtang by name as prior scholarship answering why the more coercive policy launched: "The answer to this puzzle is already available in prior research, including Susan Greenhalgh's 2008 book, Just One Child: Science and Policy in Deng's China, and more recently Liang Zhongtang's 2014 book, History of China's Birth Planning Policy." Footnote 15 gives the full citation — Zhongguo jihua shengyu shilun (Beijing: China Development Press, 2014) — and footnote 22 adds a second 2014 Liang title, Zhongguo shengyu zhengce yanjiu (Taiyuan: Shanxi Renmin Chubanshe, 2014). Neither footnote, nor the article's body text or reference list, names Liang's earlier 2009 essay 「一胎化」政策形成的時代背景 (Twenty-First Century Bimonthly, CUHK, No. 112) — the primary text four other vault notes draw on directly.
