A.E. Clark's "Illegitimate Birth of the One-Child Policy" surveys exactly the question Liang Zhongtang's 2009 essay contests — where the one-child policy actually came from — and, following Susan Greenhalgh's account, concludes: "It is not an oversimplification to say that the one-child policy was adopted on the recommendation of a weapons scientist in the state ministry of aerospace development named Song Jian." The essay traces Song's method to a 1978 Helsinki cybernetics conference and to the Club of Rome's Limits to Growth, cites Greenhalgh by name and quotes her throughout as its sole scholarly source, and never mentions Liang anywhere in the piece — no alternative chronology or dissenting account of the policy's origin is presented.

This is independent evidence that, as of January 2016, the revisionist argument Liang's 2009 essay makes had not entered this strand of English-language commentary on the one-child policy's origins — consistent with claim-no-english-translation-or-secondary-source-found-for-liang-2009-essay and distinct from Whyte, Wang & Cai's 2015 article, which names Liang but cites his 2014 books rather than this essay.
