Max van der Stoel

Dutch Foreign Minister (1973–1977) and later the OSCE's first High Commissioner on National Minorities (1993–2001), known across his career for direct diplomatic engagement with Eastern Bloc dissidents.

Matters to this vault as the Western official whose 1 March 1977 meeting with Jan Patočka at Prague's Hotel InterContinental — reportedly the first meeting between a Western government official on an official state visit and Czechoslovak dissidents — is recorded, in van der Stoel's own 1996 testimony, as having triggered the government's "explosive reaction" and the StB interrogation that preceded Patočka's death by roughly two weeks.
