A full re-read of the 2003 article (34 pages, extract_pdf, sha256 matching four prior sessions' fetches) finds the pairing does not survive contact with the primary text: the word "Olsder" appears zero times in the article's body, its notes, or its References section (pp. 191–196, running to over a hundred entries). The only Dutch control-theory name the 2003 article carries is Huibert Kwakernaak, cited once in-text on p. 179 ("Kwakernaak 1977") and once in the bibliography (p. 193, the full entry being his 1977 "Application of control theory to population policy").
