The vault records two separate Werbos "missing document" episodes, each a testimony standing in for a text no independent party can read: claim-werbos-1968-cybernetica-earliest-germ (the lost scan of his 1968 Cybernetica (Namur) paper) and claim-werbos-1978-docsub-blocked (the DARPA report kept out of DOCSUB). Their narrative cores come from the same interview — backpropagation pioneer Paul Werbos in Talking Nets ch. 15 (pp. 335–358), one sitting in Baltimore, June 1993, interviewer Edward Rosenfeld. In it Werbos narrates the 1968 paper ("I talk in there about the concept of translating Freud into mathematics", p. 338) and, thirteen pages later, the DOCSUB block ("was not even entered into DOCSUB… This is too hot", p. 351). These are two scenes from one autobiographical telling, decades after both events — not two independently sourced episodes the vault happened to file apart.

What this changes and what it does not: neither underlying claim's content becomes more or less verified — both remain single-witness testimony about unreadable documents, both correctly keep status: seedling, and both keep their existence-vs-content flags. What clarifies is the vault's confidence structure. What read like two independently corroborated episodes of Werbos losing documents to institutions — a private loss in 1968, an institutional block in 1978 — was one witness narrating both in one sitting. The 0.87 cosine that first linked the two seed notes tracked a real shared-source structure, not thematic coincidence.
