The 2026-07-09 capture (10-inbox/raw/2026-07-09-hop-patriot-osint-lineage.md) noted a further lead: that the U.S. General Accounting Office's audit NSIAD-92-340 "reportedly found only 9% of claimed kills met its 'strongest evidence' bar." The capture flagged this as [unverified-quant] — it was seen only in Tier 2–3 secondary quotes, and the primary GAO PDF blocked automated fetch.
Why it matters
If confirmed, the ~9% figure is the strictest published estimate of Patriot's actual warhead-kill rate in the 1991 Gulf War — materially lower than the Army's revised 52% and its heavily hedged 40%-high-confidence subset (see claim-patriot-army-effectiveness-claim-collapsed-from-96-to-52-percent). It would deserve its own claim-note.
