In Werbos's oral-history account, his Harvard committee rejected his Freud-based "model of intelligence" thesis outright — "this is crazy, this is megalomaniac, this is nutzoid" (claim-werbos-backprop-from-freud-own-account) — and demanded he find a patron or a concrete application. After Minsky, Grossberg, and Lettvin all declined, Karl Deutsch — for whom Werbos had worked in prior summers — offered his own stalled problem: "I have a political-forecasting problem. I have this model, this theory of nationalism and social communications? What causes war and peace between nations?"
The load-bearing point is the causal link Werbos draws next. Estimating that model by standard multivariate methods was computationally prohibitive (he describes conventional ARMA estimation cost as growing "like n⁶"), and, in his own account, generalizing backpropagation to time-varying/recurrent systems so the forecast could be fit within an affordable compute budget is why the reverse-mode method took its recurrent form. The accepted 1974 dissertation, "Beyond Regression," is therefore Deutsch's political-forecasting problem solved with generalized backpropagation — not the neural-intelligence work popular retellings credit, which was the part Harvard rejected.
This is a specific technical-mechanism-plus-motive claim, sourced to the subject's own 1993 testimony (Tier 2) about 1972–74 events — the right kind of source for what Werbos says drove the generalization, one witness for what happened, and not independently corroborable (a person's internal reason has no second primary).
