The vault's existing reading of Greenhalgh's 2005 text — that a leadership consensus for stricter population control existed by 1976, two years before Song Jian's cybernetics encounter, so Song supplied only the form of an already-desired policy rather than the political will itself — is a sequencing argument. It holds only if 1978 is in fact when that encounter happened. That dating is not free-standing: both of Greenhalgh's own citations for "1978" trace to the same two pages of Song's 1986 essay, the single document this vault has already flagged as its dating dispute's most load-bearing unread primary (entity-song-jian-1986-essay).
That dispute is real and already on file: Geert Jan Olsder's own account, given to a University of Twente publication in 2024, places his first description of Club-of-Rome-inspired population research to Song at a 1975 delegation visit — three years before Helsinki — "over a beer" at the campus bar: "I decided to talk about a study our group conducted on population growth. Suddenly, I saw that this work seemed to interest Jian immediately" (claim-olsder-account-traces-song-jian-twente-contact-to-1975-delegation-visit). If Olsder's account is accurate, Song's first contact with population cybernetics predates, rather than follows, the 1976 leadership consensus — inverting the sequence the 1976-consensus reading depends on. Under the 1978 dating, the order is politics-then-technique, consistent with Song supplying form to an existing will; under the 1975 dating, it is technique-then-politics, and the "predates" framing no longer holds. The vault's own sequencing of publication dates does not resolve which event-date is correct — it is the strongest documentary argument on file for treating 1978 as the operative anchor, without settling the question, and a separate, independent contradiction with Liang Zhongtang's 2009 dating already stands unresolved.
