Direct investigation of the China side, independent of the already-answered CPS side, finds both notes do trace to the same ultimate ancestor — Norbert Wiener's 1948 Cybernetics — but at sharply different distances, which makes the pairing a false friend: real surface resonance (both are "someone founds a cyber-institution" events, both terminally Wiener-rooted), not a hidden historical link between the two specific events.
