The Defense Intelligence Agency's Advanced Aviation Threat Identification Program (AATIP), reported to have run 2008-2012 with a total budget on the order of $22 million ("The program, which eventually cost $22 million and ran roughly between 2008 and 2012"), is documented to have funded a series of theoretical-physics reports — on subjects including warp drive, extra dimensions, and antigravity — alongside its better-known aerial-phenomena investigations. One report in the series, "Advanced Space Propulsion Based on Vacuum (Spacetime Metric) Engineering" (Defense Intelligence Reference Document DIA-08-1003-015, dated 29 March 2010, with a section on "Gravity/Antigravity 'Forces'"), is attributed to Hal Puthoff two independent ways: a mirror of the report's own cover page reads "Author: H.E. Puthoff, Ph.D. / EarthTech International, Inc.," and, separately, DIA's own 9 January 2018 letter to the Senate Armed Services Committee lists it under his name in a "List of Attachments" of AATIP-contract products ("5. Advanced Space Propulsion Based on Vacuum (Spacetime Metric) Engineering, Dr. Hal Puthoff, EarthTech International"). A different session's read of the same report found its cover's author line redacted rather than open — the two mirrors disagree with each other, not just with a secondary source — but both routes independently land on Puthoff, so the authorship claim holds at Tier 1 regardless of which mirror is accurate. The document's administrative note places it in a series produced under DIA's Advanced Aerospace Weapon System Applications (AAWSA) Program — the contract vehicle secondary sources (and DIA's 2018 letter) identify with AATIP — delivered through Puthoff's firm, EarthTech International.
